Even if it is true that they signed the Peti-

tion you will notice that the statements of these men differ

widely from that of Wong Pun Tak.

There is little doubt in my mind that the Pe-

tition was set on foot by Stanton.It is evidently drawn by

the person that drew his and Quincey's.

As regards the Petition itself, I have little

to add to what I wrote in paragraph 31 of my report of the

27th.of July last (C.S.0.Confdl.No.40 of 97).

The evidence on which the signatories of the

Petition were dismissed the Force, is contained in Enclosures

T & U of that Report, with the addition in the cases of P.S.
